The Case of “e-Ternopil” and UAPAY
At UAPAY, we believe technology should improve people’s lives – not someday in the future, but right now. That’s why one of our key priorities is creating digital solutions for communities and cities. One of the most powerful examples of this approach is our partnership with the city of Ternopil.
Even before the full-scale war, the local government of Ternopil had set a clear course for digital transformation. In 2024, they launched a comprehensive mobile application called “e-Ternopil.” We were proud to be part of this journey – implementing the payment infrastructure and helping to create a simple, secure, and user-friendly system for municipal services.

Not just digital services – a full ecosystem
Our goal wasn’t just to enable online payments. Together with the city council’s IT team, we worked to ensure the user experience was seamless, transparent, and convenient for every resident. Every element – from the design of the payment modules to data processing – was developed based on real-world scenarios and user behavior.
Key features of “e-Ternopil”
The app offers dozens of functions that allow residents to manage daily tasks with just a few clicks:
- Utility payments – pay via a single invoice, including meter readings. Over 80,000 readings are submitted through the app every month.
- Public transport – the “DeTransport” feature allows users to track routes in real time and view schedules.
- Transport card – manage trips, check your balance, and top up without visiting a service center.
- Fines – pay traffic violations online quickly and easily.
- Notifications and appeals – stay informed about city updates and submit requests directly.
- Surveys – engage citizens in decision-making, such as selecting the color of public transport.
- Business services – tools for legal entities that save time for entrepreneurs.
- Doctor appointments – the next step in expanding the ecosystem.
Numbers that speak for themselves
As of 2024, Ternopil has a population of over 225,000, with more than 100,000 active users of the app. Each month, over 80,000 meter readings are submitted online, and utility payments have grown by 15% year-over-year. The total number of transactions has surpassed 1 million.
UAPAY: a business that sets new standards for digital interaction
UAPAY didn’t just deliver payment infrastructure – we became a true partner, helping the city think bigger.
“It’s important for us that the product feels alive – constantly evolving with the needs of the community. Together with the Ternopil team, we’ve built not just another digital service, but a foundation of trust between local authorities and residents,” says Julia Fedosiuk, CEO of UAPAY.
Voice of the city
“We want Ternopil residents to stop wasting time in queues or paperwork. Digital services aren’t a luxury – they’re a necessity. ‘e-Ternopil’ is our step toward a European-style city: fast, transparent, and convenient,” says Mariana Zvarych, Head of Digital Transformation at the Ternopil City Council.
What’s next?
Upcoming features include integration with eHealth, online doctor appointments, kindergarten services, and community club programs. Ternopil continues to lead the way as one of Ukraine’s most forward-thinking digital cities.
Conclusion
“e-Ternopil” is more than a digital success story – it’s a model of effective collaboration between local government and tech partners. At UAPAY, we believe that when government and technology work hand in hand, they don’t just deliver services – they drive meaningful change. And for us, Ternopil is just the beginning.
